ISO 14009:2020《环境管理体系 在设计和开发中引入材料循环的指南》国际标准分析研究

ISO 14009:2020《环境管理体系 在设计和开发中引入材料循环的指南》国际标准于2020年12月由ISO/TC 207/SC 1正式发布，该项国际标准为组织的材料循环战略提供指南，并将材料循环引入环境管理体系的设计和开发。本文重点介绍了ISO 14009：2020国际标准的总体框架，阐释了关键术语和定义，并对重点技术内容进行了研究分析，旨在使我国组织更好地理解ISO 14009：2020国际标准的核心思想与技术要旨，从而有助于相关组织依据ISO 14009：2020国际标准所提供的指南方法，在其环境管理体系的设计和开发活动中有效引入材料循环的理念和实践，从而在环境管理体系实施过程中更好地提高产品的材料效率和实现其他环境目标。

Abstract:

ISO 14009:2020, Environmental management systems–Guidelines for incorporating material circulation in design and development, developed by ISO/TC 207/SC 1, was officially published in December 2020, which provides guidance on organization’s material recycling strategy, and the material cycle is introduced into the design and development of environmental management system. This paper mainly introduces the general framework of ISO 14009:2020 International Standard, explains the key terms and definitions, and analyzes the key technical contents, aimed at enhancing the understanding of the core ideas and technical thrust of the standard. Therefore, it can help relevant organizations use the methods provided by ISO 14009:2020, understand the concept of material cycle and practice it in the design and development of EMS to improve material efficiency and achieve other environmental objectives.

作者简介：黄进，中国标准化研究院资环分院研究员，全国环保产业标准化技术委员会（SAC/TC 275）和全国环境管理标准化技术委员会环境管理体系分技术委员会（SAC/TC 207/SC 1）委员兼秘书长。长期从事环保产业、环境管理、资源循环利用等领域的标准化科研及重要技术标准研制工作，曾主持并参与30余项国家“十一五”和“十二五”重大科研项目， 主持或参与制定环保产业、环境管理、资源综合利用等领域国家标准80余项。
