基于复杂适应系统理论的标准化系统工程体系构建研究

摘要：

【目的】为解决新时代标准化工作跨界融合、快速迭代的系统性适配难题，构建适应复杂环境、具备自我演化能力的标准化系统工程体系。【方法】引入复杂适应系统(CAS)理论，将标准化工作视为多元主体协同演进的复杂适应系统，识别战略与需求、技术、管理、人才和生态五大核心适应主体，依据“认知一应激一适配一反馈”循环逻辑构建五维协同优化体系。【结果】明确了各主体的功能定位与动态调节逻辑，形成“环境变化一主体认知一应激调节一体系优化一反馈环境”的闭环优化框架，实现了标准化工作从局部优化向系统能力升级的转变。【结论】该体系推动了标准化工作由“单一环节优化”向“系统能力跃升”转变，为新时代标准化工作的范式变革与能力提升提供了理论依据与实践指导。

Abstract:

[Objective] To address the systematic adaptation challenges of cross-border integration and rapid iteration in standardization work, this study aims to construct a standardization systems engineering system that adapts to complex environments and possesses self-evolution capabilities. [Methods] By introducing Complex Adaptive Systems (CAS) theory, standardization work is viewed as a complex adaptive system where multiple agents co-evolve. Five core adaptive agents–strategy and requirements, technology, management, talent, and ecosystem—are identified, and a five-dimensional collaborative optimization system is constructed based on the “cognition - stress - adaptation - feedback” cycle logic. [Results] The functional positioning and dynamic adjustment logic of each agent are clarified, and a closed-loop optimization framework is formed, achieving the transformation from local optimization to systemic capability upgrading. [Conclusion] This system promotes the transformation from “single-link optimization” to “leap in systemic capability”, providing theoretical and practical guidance for paradigm transformation and capability enhancement of standardization work.
