    Analysis of the Characteristic of Phthalate Plasticizers in Children’s and Students’ Products

    摘要:

    【目的】为加强儿童及学生用品质量安全信息监测,掌握儿童及学生用品中邻苯二甲酸酯类增塑剂标准规定、产 品分布、增塑剂种类和含量等特征。【方法】以国内外标准及法规要求为依据,基于近五年全国监督抽查不合格数据和国 内外缺陷产品召回数据,统计分析儿童及学生用品中邻苯增塑剂的特征。【结果】国内监督抽查发现9.1%的不合格儿童及 学生用品为邻苯增塑剂超标导致,童鞋、玩具和学生文具是国内增塑剂超标问题最突出的产品类别;欧盟召回的产品中, 25.1%存在邻苯增塑剂超标问题,其中92.4%的产品为玩具,DEHP是召回频次最高的邻苯增塑剂,增塑剂含量的平均值为 20.6%。【结论】邻苯增塑剂超标是童鞋、玩具和学生文具等主要质量安全问题,应加强儿童及学生用品中邻苯增塑剂的质 量风险监测和防控。

    Abstract:

    [Objective] This study aims to strengthen the monitoring of quality and safety in children’s and students’ products by analyzing the regulatory requirements, product categories, types, and concentrations of phthalate plasticizers. [Methods] Drawing on domestic and international standards and regulations, the study conducts a statistical analysis of national supervision sampling inspection data from the past fi ve years, as well as product recall data from both China and abroad, to identify patterns and issues related to phthalate plasticizer usage. [Results] In China, 9.1% of non-compliant children’s and students’ products were found to exceed limits for phthalate plasticizers, with children’s shoes, toys, and stationery being the most frequently affected categories. In the European Union, 25.1% of recalled products were due to excessive phthalate levels, of which 92.4% were toys. DEHP was the most frequently identifi ed compound, with an average content of 20.6%. [Conclusion] Excessive levels of phthalate plasticizers are a prominent safety issue in children’s shoes, toys, and students’stationery. Strengthened monitoring, risk assessment, and regulatory enforcement are essential to safeguard children’s health.
