技术性贸易措施对福建省对外贸易影响研究

摘要：

【目的】技术性贸易措施在国际贸易中的影响力不断上升，以《福建省技术性贸易措施年度报告》为数据基础，反映福建省受影响的客观现状，并提出应对技术性贸易措施策略，以促进福建省对外贸易稳定发展。【方法】通过文献法、数据调研法分析世界贸易组织（WTO）通报情况和福建省对外贸易现状；分析技术性贸易措施对福建省出口企业总体、分行业、分贸易市场的影响情况。【结果】近几年技术性贸易措施对福建省出口企业造成了现实影响，尤其是机电仪器行业，且企业在美欧市场受影响最为普遍。【结论】福建省对外贸易受到技术性贸易措施的客观影响，需从完善体系、强化支撑、集聚合力、落实责任方面开展应对。

Abstract:

[Objective] The influence of technical trade measures in international trade is constantly rising. Taking the Annual Report on Technical Trade Measures in Fujian Province as the data foundation, this paper summarizes the objective current situation of Fujian Province being affected, and proposes strategies to cope with technical trade measures, so as to promote the stable development of foreign trade in Fujian Province. [Methods] By using the literature review method and data research method, this paper analyzes the notification situation of the World Trade Organization (WTO) and the current situation of foreign trade in Fujian Province, and analyzes the impact of technical trade measures on the overall export enterprises in Fujian Province, by industry, and by trade market. [Results] In recent years, technical trade measures have had a real impact on export enterprises in Fujian Province, especially in the mechanical and electrical equipment industry, and enterprises are most commonly affected in the U.S. and European markets. [Conclusion] The foreign trade of Fujian Province is objectively affected by technical trade measures, and it is necessary to take responses from the perspectives of improving the system, strengthening support, gathering joint forces, and fulfilling duties.
