世贸组织TBT专题会议发展现状及我国参与对策分析

摘要：

世贸组织技术性贸易壁垒（WTO/TBT）委员会专题会议（Thematic Session）是TBT委员会例会期间由WTO成员和其他利益相关方参加的、旨在推动TBT协定规则完善和相关决策出台的前期研讨会议，对于WTO成员TBT协定的实施以及成员间TBT规制的合作意义重大。但受限于多种因素，我国参与专题会议的工作成效和国际影响未充分发挥和体现。因此，本文通过梳理WTO/TBT专题会议的机制缘起、发言内容、演变特征和开展典型案例研究，对我国参与专题会议的总体情况和问题挑战进行对比分析，进一步给出以专题会议为抓手提升我国TBT工作水平的建议。

Abstract:

Thematic Session of WTO Committee on Technical Barriers to Trade (WTO/TBT) is the preliminary discussion meeting attended by WTO members and other stakeholders during the Regular Session of TBT Committee, aiming at promoting the improvement of TBT agreement and the introduction of Relevant Decisions. The Thematic Session is of great significance for the implementation of the TBT agreement for WTO members and the cooperation of TBT regulation among WTO members. However, due to many factors, the effectiveness and international influence of China in participating in the Thematic Session are well below expectations. Therefore, this paper summarizes the mechanism origin, speech content and evolution characteristics of the WTO/TBT Thematic Session, carries out typical case studies, comparatively analyzes China’s overall participation in Thematic Session and the relevant challenges, and gives suggestions on how to improve China’s TBT work by taking Thematic Sessions as the starting point.
