与中国相关的技术性贸易措施特别贸易关注问题研究

摘要：

特别贸易关注（STC）是世贸组织（WTO）技术性贸易壁垒（TBT）委员会和卫生与植物卫生（SPS）委员会解决WTO成员间有关货物贸易的技术性壁垒纠纷的重要工作机制之一。开展与我国相关的技术性贸易措施特贸关注问题研究对我国贸易发展具有重要意义。本文通过梳理和分析自加入世贸组织以来中国对其他成员关注和被其他成员关注的技术性贸易措施，按照提出的关注措施性质进行分类研究，分析我国需要改进的问题，提出我国高效应对特别贸易关注的机制、对策和建议。

Abstract:

The Special Trade Concern (STC) is one of the important working mechanisms of the WTO Committee on Technical Barriers to Trade (TBT) and Sanitary and Phytosanitary (SPS) to solve the disputes about technical barriers to trade in goods among WTO members. It is of great significance to China’s international trade development to carry out the research on the related special trade concerns of technical trade measures. In this paper, through the introduction and analysis of STCs to other members proposed by China and STCs to China proposed by other members since China’s accession to the WTO, the paper carries out the research on relevant issues of the STC classification, analyzes the problems to be improved in China, and puts forward the mechanism, countermeasure and suggestion for China to deal with the STC efficiently.
