ISO 14007:2019《环境管理 确定环境成本和效益的指南》国际标准分析研究

将环境成本和收益纳入环境管理整体战略是国际标准化组织ISO/TC 207环境管理标准化技术委员会一直以来关注的重要议题，ISO/TC 207/SC1于2019年10月正式发布了ISO 14007:2019《环境管理 确定环境成本和效益的指南》国际标准。本文重点介绍了ISO 14007：2019国际标准的总体框架，阐释了关键术语和定义，并对重点技术内容进行了研究分析，旨在使我国组织更好地理解ISO 14007：2019国际标准的核心思想与技术要旨，从而有助于组织依据本标准所提供的方法确定环境成本和效益，更加高效精准地做出环境管理决策。

Abstract:

Incorporating environmental costs and benefits into the overall strategy of environmental management has been an important issue attracting great attention. The Environmental Management Technical Committee of International Organization for Standardization (ISO/TC 207) published ISO14007:2019, Environmental management—Guidelines for determining environmental costs and benefits in 2019.This paper mainly introduces the general framework of ISO 14007:2019, explains the key terms and definitions, and analyzes the key technical contents. It aims to help organizations to better understand the core ideas and technical thrust of the ISO 14007:2019, thereby helping organization determine environmental costs and benefits in accordance with the methodology provided by this standard, and making environmental management decisions more efficiently and accurately.

作者简介：黄进，中国标准化研究院资环分院研究员，全国环保产业标准化技术委员会（SAC/TC 275）和全国环境管理标准化技术委员会（SAC/TC 207）委员。长期从事环保产业、环境管理、资源循环利用等领域的标准化科研及重要技术标准研制工作，曾主持并参与30余项国家“十一五”和“十二五”重大科研项目，主持或参与制定环保产业、环境管理、资源综合利用等领域国家标准80余项。
