数字经济标准体系的构建

摘要：

高标准引领高质量发展，标准体系构建对于高质量发展数字经济具有重要意义。当前，我国数字经济领域的标准化工作存在标准研制碎片化、标准适用滞后性等问题，缺乏整体布局和前瞻性。应当加快构建更具引领作用的数字经济标准体系以深化数字经济领域的整体布局。围绕数字经济领域的标准，应系统设计包含基础通用、基础设施建设、数据要素、数字产业化、产业数字化、建设管理和安全保障等7个标准组成单元的体系框架，在组织实施中提高团体标准向政府标准转化的时效性，打造数字经济标准创新闭环机制，以实现数字经济整体最佳效益。

Abstract:

High standards lead to high-quality development, and the construction of a standards system is of great significance for the high-quality development of digital economy. At present, standardization in digital economy field has problems such as fragmentation of standards development, lag of standard application, and lack of overall layout and forward-looking. We should accelerate the construction of a more leading digital economy standards system to deepen the overall layout of digital economy. Centering on the standards in the field of digital economy, the system framework should be designed, which includes 7 standard components including basic general application, infrastructure construction, data elements, digital industrialization, industrial digitization, construction management and security guarantee. In the organization and implementation, the timeliness of the transformation from association standards to government standards should be improved, and a closed-loop innovation mechanism of digital economy standards should be created to achieve the best benefits of the digital economy as a whole.
