GB/T 20001.8《标准起草规则 第 8 部分：评价标准》解读

评价标准是按照标准功能类型划分出来的一类标准，具有典型的结构和特定的要素构成。然而，对于什么是评价标准、一个评价标准应该具备哪些要素和内容、如何起草评价标准等，一直未形成一致的规则。GB/T 20001.8的制定填补了这一空白。本文介绍了GB/T 20001.8的制定背景，对标准的主要内容和形成这些内容的技术考虑作了解读，以为标准使用者更好地理解和掌握该标准提供参考。

Abstract:

Evaluation standard is a type of standard which is classified according to the function of standards, and is composed of typical structure and specific elements. However, there has been no consensus on what evaluation standard is, what elements and contents that an evaluation standard should have, and how to draft an evaluation standard. The development of GB/T 20001.8 fills this gap. This paper introduces the background for the development of GB/T 20001.8, and interprets the main content of the standard and the technical considerations for forming these contents, in order to provide reference for standard users to better understand and master the standard.
