数字政府建设下地方政务数据应用的标准化对策研究

摘要：

数字政府是数字中国建设的基础，标准化则是经济社会发展重要的技术手段，在我国80%以上有价值的数据都掌握在各级政府部门手中，利用标准化手段、实现政务数据资源充分利用和有效配置已成为数字政府建设的必然要求。地方政府在政务数据资源开发、利用和流通中扮演着重要角色，对地方政务数据应用进行标准化研究的必要性日渐凸显。本文通过梳理地方政务数据应用状况、开展政务数据应用特征分类研究，系统分析地方政务数据应用标准化状况和问题，进一步提出以标准化原理方法指导政务数据利用和配置为抓手，提升地方政务数据应用标准化水平。

Abstract:

Digital government is the foundation of the construction of digital China, and standardization is an important technical tool of driving economic and social development. The use of standardized methods to achieve the full utilization and allocation of local government data resources is inevitable requirements for the construction of a digital government. Therefore, the standardization of local government data application has become increasingly important. This paper introduces the status and classification of local government data application, and makes an analysis of the standardization status and problems of local government data application. Finally, it draws the conclusion that local government should make use of standardization principles and methods to guide the utilization and allocation of governmental data, and improve the standardization level of governmental data application.
