CLP法规新引入危害类别对输欧化学制品影响及对策的研究

CLP法规是欧盟关于化学品分类、标签和包装的一项重要法规，今年3月修订后的CLP引入了4种新的危害类别，包括人类健康内分泌干扰特性、环境内分泌干扰特性、持久性/生物累积性/毒性（PBT）以及高持久性/高生物累积性（vPvB）、持久性/迁移性/毒性（PMT）以及高持久性/高迁移性（vPvM），是该法规近年来最为重大的修订，对输欧化学品的经营以及监管有着深远的影响。本文从CLP法规修订的背景及目的、新危害类别分类标准，结合以往的实例剖析修订后的CLP对输欧化学品的影响，并为企业提出了应对措施的建议。

Abstract:

The CLP Regulation is an important regulation of the European Union regarding the classification, labeling, and packaging of chemicals. The revised CLP introduced four new hazard categories in march this year, including Endocrine Disruption for Human Health, Endocrine Disruption for The Environment, Persistent/ Bioaccumulative/Toxic (PBT) or Very Persistent/Very Bioaccumulative (vPvB) and Persistent/Mobile/Toxic (PMT) or Very Persistent/Very Mobile properties (vPvM). It is the most significant revision of the regulation in recent years, which has a profound impact on the operation and regulation of chemicals exported to Europe. The impact of the revised CLP on chemicals exported to Europe is analyzed by its background and purpose of the revision, the classification standards for new hazard categories, and previous examples in the paper, and suggestions are given for enterprises to take corresponding measures.
