RCEP成员标准、合格评定与技术性贸易壁垒应对

摘要：

标准是世界“通用语言”，合格评定是国际通行的质量管理手段和贸易便利化工具，但二者作为技术性贸易措施也可以形成贸易壁垒。本文从RCEP成员的标准、合格评定情况，以及东盟和东北亚标准化多边合作现状出发，分析我国与其他成员重点贸易领域的技术性贸易措施、标准化、贸易障碍与协调情况，并从国家层面的标准协调、合格评定程序互认，行业和地方层面的互认合作探索，企业层面参与国际标准化，以及结合数字政府建设给予企业支持方面，提出技术性贸易壁垒应对建议。

Abstract:

Standard is the world’s common language, conformity assessment is the internationally popular quality management method and trade facilitation tool, but both of which can form Technical Barriers to Trade (TBTs). Based on the status quo of RCEP members’ standards and conformity assessment, as well as multilateral cooperation on standardization in ASEAN and Northeast Asia, the paper analyzes the technical measures, standardization, trade barrier and coordination in the key fields of trade between China and other RCEP members, and puts forward countermeasures against TBTs from the aspects of the standards coordination and mutual recognition of conformity assessment procedures at the national level, the exploration of mutual recognition cooperation at the industrial and local levels, the participation of enterprises in international standardization, and providing support for enterprises in the context of building digital government.
