上海地方标准管理制度改革研究

摘要：

【目的】探讨上海地方标准管理制度改革的目标和路径，以提升上海地方标准管理效能。【方法】通过政策分析法和实地调研，系统剖析上海地方标准管理制度改革的核心挑战、主要目标并提出相应的改革建议。【结果】从制度保障、制定范围、管理流程、组织建设、数字化管理、区域协同和宣传引导7个方面提出上海地方标准管理制度改革建议。【结论】为上海深化地方标准管理制度改革，探索形成地方标准管理新机制、新模式提供技术支撑。

Abstract:

[Objective] This paper explores the goals and paths of the reform of Shanghai’s local standard management system, in order to enhance the efficiency of Shanghai's local standard management. [Methods] Through policy analysis and field research, the study systematically analyzes the core challenges and main goals of the reform of Shanghai’s local standard management system, and proposes corresponding reform suggestions. [Results] Suggestions for the reform of Shanghai’s local standard management system are proposed from seven aspects: institutional guarantee, scope of formulation, management process, organizational construction, digital management, regional collaboration, and publicity and guidance. [Conclusion] This provides technical support for Shanghai to deepen the reform of the local standard management system and explore the formation of new mechanisms and models for local standard management.
