论标准提升引领传统产业优化升级的价值逻辑与路径创新

摘要：

【目的】传统产业是保障经济稳定运行、吸纳就业、维护产业链安全的重要构成。标准作为技术规则的核心载体、产业协同的通用语言、质量提升的关键支撑，在破解传统产业发展瓶颈、引导资源优化配置、推动产业向价值链高端跃升中发挥重要作用。【方法】从传统产业内涵与属性出发，解析标准提升引领传统产业优化升级理论逻辑、历史逻辑、实践逻辑，进而为标准提升引领传统产业高端化、智能化、绿色化、融合化提出创新路径。【结果】标准通过充当技术规则核心载体、产业协同通用语言、质量提升关键支撑，破解传统产业发展瓶颈，引导资源向高附加值领域集聚，搭建产业升级的核心支撑体系；其作用机制贯穿产业生产、协同、转型全链条，实现传统产业从要素驱动向创新驱动的模式转变。【结论】本研究成果为传统产业高质量发展提出针对性创新路径，为我国传统产业焕发新活力、筑牢产业链安全屏障提供理论参考与实践指引。

Abstract:

[Objective] Traditional industries are an important component of ensuring stable economic operation, absorbing employment, and safeguarding industrial chain security. As the core carrier of technical rules, a common language for industrial collaboration, and a key support for quality improvement, standards play a vital role in addressing the development bottlenecks of traditional industries, guiding the optimal allocation of resources, and promoting the upgrading of industries towards the high end of the value chain. [Methods] Starting from the connotation and attributes of traditional industries, this paper analyzes the theoretical logic, historical logic, and practical logic of standards driving and leading the optimization and upgrading of traditional industries, and further proposes innovative paths for standards to guide the high-end, intelligent, green, and integrated development of traditional industries. [Results] This paper finds that by serving as the core carrier of technical rules, a common language for industrial collaboration, and a key support for quality improvement, standards break through the development bottlenecks of traditional industries, guide the agglomeration of resources towards high-valueadded fields, and establish a core support system for industrial upgrading; their mechanism of action runs through the entire industrial chain of production, collaboration, and transformation, realizing the transformation of traditional industries from factor-driven to innovation-driven models. [Conclusion] This paper puts forward targeted innovative paths for the high-quality development of traditional industries, and provides theoretical reference and practical guidance for revitalizing traditional industries in China and strengthening the security of the industrial chain.
