我国数据资产管理标准体系探究

摘要：

【目的】当前，我国数字经济正在蓬勃发展，在我国各行业全面推动数字化发展的背景下，数据已成为与土地、劳动力、资本同等重要的核心生产要素，而数据资产作为具有明确价值的数据集，更是助力经济高质量发展、培育新质生产力的重要支撑。【方法】首先阐述了数据资产管理的背景，总结了我国数据资产管理面临的问题和数据资产管理标准现状，并建立了我国数据资产管理标准体系分析模型及标准体系框架。【结果】标准体系框架包括通用基础、业务方法、业务保障、场景应用4个子体系，覆盖了数据资产全流程链条。【结论】本研究为数据资产管理标准化工作的开展提供了总体指导，为数字经济和加强数据资产管理国家战略和政策的实施提供标准化技术支撑。

Abstract:

[Objective] The digital economy is currently experiencing rapid growth. Data has become a core factor of production—comparable in importance to land, labor, and capital. Data assets, defined as datasets with recognized value, play a pivotal role in advancing high-quality economic growth and fostering new productive forces. [Methods] This paper begins by outlining the background of data asset management, summarizing existing challenges and the current state of standardization in this domain. It further constructs an analytical model and proposes a framework for China's data asset management standardization system. [Results] The standard system framework comprises four subsystems, namely general fundamentals, business methods, business safeguards and scenario applications, covering the end-to-end full lifecycle chain of data assets. [Conclusion] This research provides overall guidance for advancing the standardization of data asset management, and delivers standardized technical support for the implementation of national strategies and policies concerning the digital economy and the enhancement of data asset management.
