以“标”立制，以“准”联通：制度型开放的标准基础

摘要：

【目的】稳步扩大规则、规制、管理、标准等制度型开放，已成为中国扩大高水平对外开放的重要标识。标准作为制度型开放的重要元素，其在对外开放中发挥的作用值得进行专门、系统的分析。【方法】通过比较标准在国际社会不同历史时期的开放范式下所发挥的作用，分析标准在当前制度型开放中发挥的作用。【结果】在制度型开放的背景下，标准对维护经济全球化格局、联通国家治理和全球治理、统筹发展和安全具有基础性作用。【结论】我国应进一步提升标准在制度型开放中的战略地位，更广泛地协调和调动标准化事业在对外开放全局中的资源，以更充分地发挥标准在高水平对外开放中的重要作用。

Abstract:

[Objective] The steady expansion of institutional opening-up encompassing rules, regulations, management, and standards has become a hallmark of China’s efforts to expand high-level opening-up. As a crucial element of institutional opening-up, the role of standards in this process needs dedicated and systematic analyses. [Methods] By comparing the role standards have played under different paradigms of openness within the international community, this study explores the role of standards in the current context of institutional opening-up. [Results] Against the backdrop of institutional opening-up, standards are playing a fundamental role in upholding economic globalization, linking China’s governance system and global governance, and balancing the relations between development and security. [Conclusion] China should further elevate the strategic status of standards in institutional opening-up, more broadly coordinate and mobilize resources for standardization across the landscape of opening-up, thereby fully leveraging the key role of standards in advancing high-level opening-up.
