    Spiral Evolution: The Logic and Path of Establishing a Standards System for UAV Government Services in the Context of the Low-altitude Economy

    【目的】探讨低空经济背景下无人机政务应用服务标准体系的构建逻辑,为无人机政务应用从“技术驱动”向“服务引领”转型提供路径指引。【方法】以T/DGAG 025—2024《无人机政务应用 视频图像服务 成本度量规范》和T/DGAS 059—2025《政务领域无人机采集数据质量要求》2项团体标准研制实践为基础,结合广东某先行示范区“一网统飞”改革案例,立足公共行政从新公共管理向新公共服务范式转变的理论视角,构建“价值—质量—治理”三维分析框架,并提炼标准体系的动态演进路径。【结果】研究发现,该服务标准体系的构建呈现“交易—交付—运行—优效”的螺旋式演进规律。交易层通过服务产品化和成本度量模型确立预算与采购基准;交付层通过数据质量要求和分级评价机制推动交付成果向数据资产转化;运行层通过统一调度和资源共享机制促进跨部门协同;优效层通过绩效评价与反馈修正机制推动标准体系持续迭代。【结论】低空经济服务标准体系建设应由技术标准转向全过程服务治理,形成以价值锚定摆脱成本度量困境、以质量契约促进数据要素转化、以协同治理优化资源配置、以反馈闭环驱动体系迭代的标准化路径。该路径可为低空经济服务标准体系建设提供理论解释和实践参考。

    Abstract:

    [Objective] The study aims to explore the construction logic of the service standards system for dronebased government applications in the context of the low-altitude economy, and to provide pathway guidance for the transformation of such applications from a “technology-driven” to a “service-oriented” paradigm. [Methods] Grounded in the development practices of two association standards, T/DGAG 025—2024, Drone government applications—Video imaging services—Cost measurement specification, and T/DGAS 059—2025, Requirements for quality data collected by UAVs in government affairs. and integrating the “One Network, Unified Flight” reform case of a pilot demonstration zone in Guangdong, this study adopts the theoretical perspective of the paradigm shift in public administration from New Public Management to New Public Service. It constructs a three-dimensional analytical framework of “Value–Quality–Governance” and distills the dynamic evolutionary trajectory of the standards system. [Results] The findings reveal that the construction of this service standard system follows a spiral evolutionary pattern of “Transaction–Delivery–Operation–Excellence”: at the transaction layer, service productization and cost measurement models establish budget and procurement benchmarks; at the delivery layer, data quality requirements and hierarchical evaluation mechanisms facilitate the transformation of deliverables into data assets; at the operation layer, unified dispatching and resource-sharing mechanisms promote cross-departmental collaboration; and at the excellence layer, performance evaluation and feedback-driven correction mechanisms drive the continuous iteration of the standard system. [Conclusion] The development of service standards systems for the low-altitude economy should shift from technical standards to a paradigm of whole-process service governance, forming a standardization path that anchors value to resolve cost measurement dilemmas, leverages quality covenants to promote the transformation of data into production factors, optimizes resource allocation through collaborative governance, and drives systemic iteration via feedback loops. This path offers theoretical interpretation and practical reference for the construction of service standard systems in the low-altitude economy.
