我国低空经济标准合作网络演化与主体识别研究

摘要：

【目的】揭示低空经济标准合作网络的演化规律并识别关键参与主体，有助于优化标准协同体系、提升制定效率，从而支撑产业有序与高质量发展。【方法】以2010—2025年我国低空经济国家标准与行业标准为样本，运用社会网络分析法分为萌芽期、起步期和跃升期3个阶段构建标准合作网络，通过熵权-VIKOR法识别重点发展领域的核心参与主体。【结果】我国低空经济标准合作网络呈规模扩张、合作分散的特征，参与主体由政府主导转向多元协同，但融合深度不足；分领域看，航空器领域正在向市场牵引、多元共治转变，基础设施领域通信与能源龙头企业成为新引擎，应用场景领域呈现场景驱动、企业主导特征。【结论】研究揭示了我国低空经济标准合作网络的结构与演化规律，为促进标准合作、推动产业技术标准化提供支撑。

Abstract:

[Objective] The study aims to reveal the evolutionary laws of the standard cooperation network for lowaltitude economy and identify ky contributors, which can help optimize the standard coordination system, improve standard formulation efficiency, and further sustain the orderly and high-quality industrial development. [Methods] Taking China’s national and industrial standards for the low-altitude economy from 2010 to 2025 as samples, the paper uses social network analysis to construct the cooperation network in three stages of embryonic, initial and surging, and identifies core participants in three key development fields using the entropy weight-VIKOR method. [Results] China’s lowaltitude economy standard cooperation network is characterized by scale expansion and decentralized cooperation. The participating subjects have shifted from early government dominance to multi-subject collaboration, but the integration depth is insufficient. In terms of different fields, the aviation sector is transforming toward market-driven and multi-subject co-governance; leading enterprises in communication and energy have become new engines in the infrastructure sector; and the application scenario sector exhibits scenario-driven and enterprise-led features. [Conclusion] This study reveals the structural characteristics and evolution laws of China’s low-altitude economy standard cooperation network, and provides support for promoting standard cooperation and advancing industrial technical standardization.
