放心消费标准实施效益评价指标体系研究

摘要：

【目的】针对放心消费标准体系建设中标准实施效益缺乏科学评价，进而制约该领域标准迭代优化的问题，构建一套面向放心消费领域的标准实施效益评价指标体系。【方法】本文整合三重底线理论、价值链理论和公共产品理论，构建面向放心消费领域的标准实施效益评价指标体系。【结果】该体系包含5个一级指标、15个二级指标和34个三级指标，覆盖标准实施基础、标准应用适配、经济效益、社会效益和生态效益五大维度，实现了从条件保障到过程控制再到效益产出的全流程覆盖。【结论】该指标体系具备科学性和较强的可操作性，可为放心消费标准实施效益评价提供理论依据和实践工具。

Abstract:

[Objective] To address the problem that insufficient scientific evaluation of standard implementation benefits in the construction of the trustworthy consumption standards system restricts the iterative optimization of standards, a set of evaluation index system for the implementation benefits of standards in the trustworthy consumption field is constructed. [Methods] By integrating the Triple Bottom Line Theory, Value Chain Theory and Public Goods Theory, this paper constructs an evaluation index system for the implementation benefits of standards targeted at the trustworthy consumption field. [Results] The system consists of 5 primary indicators, 15 secondary indicators and 34 tertiary indicators, covering five major dimensions including standard implementation foundation, standard application adaptation, economic benefit, social benefit and ecological benefit. It achieves full-process coverage from condition guarantee and process control to benefit output. [Conclusion] The index system is scientific and highly operable, which can provide a theoretical basis and practical tools for the benefit evaluation of trustworthy consumption standard implementation.
