地方标准实施效果三维评价模型的构建、优化与落实建议

摘要：

【目的】为健全地方标准实施效果评价机制、补齐标准实施评价短板，完善地方标准实施效果评价方法，推动标准化工作由数量规模型向质量效益型转变。【方法】以完善评价方法与机制为出发点，遵循量化优先原则，通过总结现状、剖析问题，探索完善三大维度评价指标体系并构建三维评价模型。【结果】构建了可实现从“定性评估”到“定量评价”转变的三维评价模型，完善了指标体系并提出针对性落实建议。【结论】补齐了当前地方标准实施评价短板，指标体系与落实建议可为地方标准管理和标准化治理提供支撑，助力地方标准发挥技术支撑作用、推动高质量发展。

Abstract:

[Objective] The study aims to improve the evaluation mechanism for the implementation effect of provincial standards, address the shortcomings in standard implementation assessment, refine the methods and mechanisms for evaluating such effectiveness, and drive the transformation of standardization work from quantity-scale oriented to quality-benefit oriented. [Methods] Taking the improvement of evaluation methods and mechanisms as the starting point, following the principle of prioritizing quantification, this study explores and improves a three-dimensional evaluation index system and constructs a three-dimensional evaluation model by summarizing the current situation and analyzing existing problems. [Results] A three-dimensional evaluation model that can realize the transformation from “qualitative assessment” to “quantitative evaluation” was constructed, the evaluation index system was improved, and targeted implementation suggestions were put forward. [Conclusion] This model makes up for the current shortcomings in the evaluation of provincial standards implementation; the evaluation index system and implementation suggestions can provide support for the management of provincial standards and standardization governance, help provincial standards play a technical support role, and promote high-quality development.
